It's not a shift, it's a direct substitution based on alphabetical order. The letters in Anchovy are aligned with their index in the scrambled alphabet at the bottom of the menu.

I guessed lobster right after I read the hints and looked at the cypher but o decided the hints anyway to see if they matched my answer and they did. What I can’t figure out is how to determine the rest of the letters-in the solution it shows entire alphabet but I don’t see where I can garner that information
